College Cycle Loan Scheme – summer 2012

What is it?

The Cycle Loan scheme aims to improve access to further education by providing students with bicycles.

Working with colleges and FE providers, the County Council offer bicycles for use by students for an annual fee of £40 + a deposit of £75.  At the end of the year, the student will be offered the opportunity to keep the bicycle (in which case their deposit is retained) or return it into the pool for re-distribution to the next year of students (and get their deposit back, subject to the bike’s condition).

The project is organised by the Moving Forward team at Somerset County Council.

Who is it for?

The purpose of the scheme is to support access to further education.  Students must be aged between 16 and 19.  If they are under 18, they will need to have a parent/guardian’s permission to participate.

The scheme is open to all, but if the scheme is over-subscribed, students who live more than 2km from their college and would have difficulty travelling there by public transport will be prioritised.

When will it take place?

There are two deadlines:

  • Current students apply by the 14th June 2012; bicycles will be delivered at colleges in July/August 2012.
  • New students starting their FE courses in September 2012 will have until 23rd August to apply; these bikes will be delivered in September. Existing students who missed the first deadline will also have the opportunity to apply in August.

Deliveries will take place at the students’ college/sixth form site on a day to be agreed with each college.

What bikes are available?

Most will be a brand new, 2012 model Saracen Tufftrax mountain bike, retail value £270. They are available in a variety of sizes in both men’s and ladies frames. A cycle trainer will help the students find the correct size and will help them set up the bike to their specification. There may be a limited number of second hand bikes also available at an even lower cost. Lights and locks will also be provided for each student.

Checklist for students:

  • Apply for the scheme using the online form at

www.movingsomersetforward.co.uk/bike-loan by 14th June 2012 if already at college, or by 23rd August if starting in September 2012.

  • Existing students who meet the criteria of the scheme will be notified by e-mail and asked to pay within one week.
  • New students will be sent a holding e-mail until their college place is confirmed following GCSE results day on 23rd August.  Once the college has confirmed that they have been awarded a place for the 2012-13 year, they will then be contacted again, if eligible, and asked to pay within one week.
  • Payment can be made via an online system accessed from the website, or by cheque.
  • Students will be required to collect their bicycles in person at their college/sixth form so that the bike can be set up for them appropriately. At the same time, students will be required to attend a cycle training session lasting approx. 2 hours, to ensure they can cycle safely and legally on the road.
  • All bicycles must be taken to college for servicing in early 2013 to ensure safety and ownership of the bike (date to be confirmed).
  • At the end of the loan period (1st July 2013) the student can choose to keep the bicycle and forfeit their deposit or return it to get their deposit back (the exact amount to be returned is dependent on the condition of the bike).  We will arrange a date with each college for collection of returned bicycles.

All students who are in receipt of the above financial support are encouraged to use their full allocations for materials and travel. 

Any unspent money at the end of the academic year will be clawed back and may be returned to the government department that provides these funds.

Please bring your receipts into the Student Support Centre to arrange reimbursement
